Publication Procedure

This page outlines the full process of publishing conference proceedings with TCSISR, from the initial proposal to final online publication.

Step 1: Proposal Submission

Conference organisers submit a proceedings proposal to the editorial office at proceedings@wepub.org. The proposal should include:

  • Conference title, dates, and venue
  • Expected number of accepted papers
  • Conference website URL
  • Brief description of the conference scope and topics

The proposal is evaluated by a scientific evaluation committee consisting of researchers in the relevant field. The committee reviews the conference details and replies with a decision, typically within 5–10 working days.

Step 2: Publication Agreement

Once the proposal is accepted, TCSISR and the conference organisers sign a publication agreement. This agreement covers:

  • The scope of the volume
  • Publication timeline
  • Responsibilities of the organisers and the publisher
  • Copyright and licensing arrangements

Step 3: Manuscript Preparation and Submission

The conference organiser is responsible for collecting the final, camera-ready manuscripts from authors. Authors prepare their papers using the TCSISR MS Word template and convert them to PDF before submission.

All manuscripts must:

  • Not have been previously published
  • Be in OpenOffice, Microsoft Word, or RTF format
  • Include author name(s) and affiliation(s)
  • Follow the stylistic and bibliographic requirements in the Author Guidelines

Step 4: Peer Review

All papers undergo a peer-review process. The conference committee organises the review, and TCSISR requires that all reviewers are suitably qualified experts in the field. The review process is described in detail in our Peer Review Policy.

Step 5: Final Materials Submission

After peer review and revision, the organiser submits the final set of materials to the editorial office:

  • Final PDFs of all accepted papers
  • A preface prepared by the conference editors
  • Any supplementary files (e.g., cover images, metadata)

Step 6: Production and Publication

The TCSISR editorial team handles:

  • Typesetting and formatting checks
  • Cover design
  • DOI assignment for each paper
  • ISBN assignment for the volume
  • Online publication and indexing submission

Proceedings are typically published online within 4–8 weeks after the final materials are received.

Step 7: Post-publication

After publication, the volume is submitted to major indexing services. Authors may request corrections only in cases of genuine scientific error. The full policy is available in Post-publication Changes.
